To all people of conscience,

To international humanitarian and human rights organizations,

To free and independent media,

And to all those who have the power to intervene and exert pressure,

The city of Kobani is currently under a complete siege. Internet and all communication services have been entirely cut off, leaving the city isolated from the outside world and deprived of any humanitarian or media contact.

Civilians are suffering from severe shortages of food, medicine, infant milk, heating supplies, and all basic necessities of life. The situation has become even more tragic with the arrival of large numbers of displaced people who fled from Raqqa and its countryside and sought refuge in Kobani. They are forced to sleep in the open without shelter or means of survival, amid harsh cold and catastrophic humanitarian conditions.

At the same time, ongoing attacks by government forces, allied tribal groups, and affiliated terrorist factions have intensified serious fears of large-scale massacres against unarmed civilians, in the absence of any international protection, safe humanitarian corridors, or media coverage.

What is happening in Kobani constitutes a full-fledged collective crime. The silence of the international community paves the way for a humanitarian catastrophe and unjustifiable crimes. This situation requires immediate and effective action from the international community and humanitarian and human rights organizations, and the full assumption of their legal and moral responsibilities through urgent and concrete measures, including demands for:

* The immediate lifting of the siege and the opening of safe humanitarian corridors with cities in northeastern Syria (Hasakah or Qamishli).

* The urgent delivery of food, medicine, and heating supplies.

* The restoration of internet and communication services to ensure documentation of violations.

* The provision of international protection for civilians and the prevention of any potential massacres.

* The fulfillment by international organizations of their legal and humanitarian responsibilities.
